Internet speed vs download speed confusion? If i have 1.5 Mbps speed what the download suppose to be?

Internet speed vs download speed confusion? If i have 1.5 Mbps speed what the download suppose to be?
I have like around 50-120 KB/sec is it right, recently I've notice my download speed is super slow. computer is new and working fine, no virus
