How can i get my hair like this, like vanessa hudgens?

my hair is straight, can i ever get it to look like this would i have to perm it??
please help!

    Comb your hair inwards . Use hairspray to give it more volume . If it doesn't curl one bit , you will have to perm it .

    wash ur hair....put hairspray...then sunsilk anti poof...then moose.....twist with ur hands or with the machine....they sumtimes *** with hairdriers...ur good 2 go.....i do it evryday
